Discoveries of Hope EB-5 Job and Education Program


Discoveries of Hope Foundation has a vested interest to ensure our EB-5 Visa immigrant investment program becomes the catalyst for community growth, as an important tool for job creation (in a bad economy) and inner city educational opportunities (which are severely underfunded or no longer exists) for those individuals affected most during these recessionary times.

The EB-5 Visa Immigrant Investment Program was established by the United States Citizenship and Immigration Services Department to first and foremost create jobs in any American business development project (as long as it produces a minimum of 10 jobs or more) through foreign investment enterprises with the incentive for a fast track path to citizenship for these foreign investors and their family members.

Millions of Americans have found that the nonprofit sector provides a career track that both benefits their communities and provides a living wage for their families. In addition to micro and macro economic effects, these jobs emphasize the dignity of work, provide opportunities for personal fulfillment or at least place people on a path toward that end, and can even ignite an entrepreneurial spirit that inspires the creation and growth of new companies.

These individuals come from many different social economic backgrounds. The high national unemployment rate has led to many of these unemployed workers in America to seek out unconventional job prospects. Many of those people have chosen the nonprofit sector to meet their needs for survival (during these difficult times) and provide for their families.

The vitality of our economy depends on everyone taking a role in contributing to the rebuilding of healthy communities. By facilitating the training of new skill workers, employing out of work communities and providing vocational training opportunities ( which the EB-5 Visa Immigrant Investment Program will provide), we assist others in securing more sustainable employment opportunities.

At Discoveries of Hope, through our EB-5 investment program, our goal is to re-engage those who seek to hone their skills and acquire marketable attributes in various development projects which will provide gainful employment opportunities.

These opportunities are provided within targeted employment areas (TEA) and will offer to those individuals that live within those areas “Discoveries of Hope”. Most TEA’s are also in empowerment zones (EZ) or HUB Zones.

What do TEA’s, EZ’s (also known as HUB Zones) mean? A Targeted Employment Area or TEA is defined as any rural area; or a non-rural area that has experienced high unemployment (150 percent of the national average unemployment rate during a comparable 12-month period).

The Empowerment Zone Program or EZ consists of three US congressional designations. The Renewal Communities (RCs), Empowerment Zones (EZs) and Enterprise Communities (ECs) and are highly distressed urban and rural communities who may be eligible for a combination of grants, tax credits for businesses, bonding authority and other benefits. Highly distressed refers to communities who have experienced poverty and/or high outmigration based upon definitions in the law.

HUB Zone are defined as historically underutilized business zones, which is an area located within one or more: qualified census tracts; qualified non-metropolitan counties; Lands within the external boundaries of an Indian reservation; qualified base closure areas; or a re-designated area.

DoH will develop, invest, construct, and operate multiple nonprofit businesses, with our EB-5 immigrant investment partners in an effort to help break the poverty cycle for many of these families within these TEA’s, EZ’s and HUB Zones. The result is a better educated, more engaged, workforce, and a community redevelopment (job opportunities) program.

Some of the job and educational opportunities and EB-5 investment programs will include (but not limited to); Dental Hygienist School, Dental Clinic, Surgery Clinic, Water Bottling Manufacturing Plant, Electronic Component Assembly Plant, Mixed Use Commercial Real Estate Development Projects, Service Industry Businesses, Construction Management projects, Federal Half way House Programs, and Low Income Housing Developments.

These jobs and vocational trade projects will be developed in the Los Angeles, Riverside and San Bernardino Counties TEA, EZ and HUB Zones. This will create a unique set of opportunities for the residents in these disenfranchised areas.

Normally jobs are produced outside of these domains and rarely do they benefit inner city residents in those areas. DoH is committed to operating a nonprofit EB-5 Visa Immigrant Investment program that we hope will become a hallmark for neighborhood re-gentrification of areas most affected by the economic downturn, and usually are the last to see (if at all) the residual benefits associated with recovery efforts and bailouts.
